It was brought up last year that because some players, like Roy Oswalt and Andy Pettite, who have retired only to come back. It was pointed out that because of our current set up an owner who owns a player like Oswalt would have to cut him only to lose him later. To try and rectify this, I have come up with an idea for you guys to consider. We would like to add:
A list, to be kept on the proboards by the league, of 3 players per team to reserve the rights of retired players for a period of exactly 12 months. After the 12 months if the player is not in MLB or promoted to the team's active roster, that player becomes a free agent. The following process must be followed to make a claim:
1) Player must be on your roster before he retires for at least 14 days
2) Owner must place a request on the appropriate proboards thread
3) Once the claim is processed, owners retain the rights of the claimed player for exactly 12 months from the date of the claim
4) Owners will receive 2 emails. One, 11 months from the claim and a second when there is only one week of eligibility remaining
5) Once the 12 months have passed or the player returns to MLB, an owner must promote said player. He may not be traded or demoted to the farm for a period of 14 days after he is promoted. Players may not be traded or demoted while on this list. You may release a player on this list at any point UNTIL he returns to MLB.
6) Unsigned player who HAVE NOT FILED FOR RETIREMENT are not applicable to this list

The guy has to have been on your roster before he retires. For simplicity's sake I was going to say ten days, same as with the farm, but I'm cool with whatever.
Retiring will be treated as an injury, and retired players will be eligible to be placed on the LTIR. Once there they are subject to all of the same restrictions as any other injured player. Owners will be allowed to keep a retired player on their roster for one season, at which point they must be cut if they haven't un-retired at that point. Just something else for everybody to chew on.
